The project owner said he's $250,000 over budget after nearly a year of development, moved power lines at his own cost, and warned a two-week delay could cost him the summer construction season and a September lot sale.

The property owner said he called Black Hills Power and was told relocating the transmission line would be on him — potentially millions of dollars — and that he built the road in good faith, asking that the item go to City Council.
