8 issues in parks rec with medium priority
Chinook hockey club lease extension
The hockey club's one-year lease for its temporary ice rink at Hillsview expires Friday; the council will consider an extension while a long-term lease — needed for fundraising — is finalized.
Art in Public Places Advisory Board seat
A board member voiced frustration that a year has passed since murals were voted down with no visible progress. The committee has now been stood up, met once, and will have funding in the 2027 budget, with a survey going out before the end of October.
Color Their World Fun Run benefiting Esther's Rising
A BHSU student's October 3 color run 5K through several city parks will raise money for Esther's Rising, which supports young survivors of trafficking and exploitation. The powder is non-toxic, and the Salem Park restroom will stay open for the event.
Library refresh using donation funds
The library is using up to $200,000 of its own accumulated donation fund — no tax increase — to buy modular furniture, more study space, and a new circulation desk while the 2027 carpet project moves tens of thousands of books anyway. About $400,000 stays in the fund afterward.
Trail system expansion and public-private partnership
Spearfish is positioning itself as a 'trail town' through a partnership with the Spearfish Trails Coalition, which has put about $250,000 into trail design and construction near the campground. Trails boost tourism, sales tax, and quality of life, and the city takes over ownership and maintenance once trails are built.
Shared sports field agreements (city, schools, BHSU)
Three updated memoranda of understanding set five-year terms for BHSU's use of local soccer fields and clean up outdated provisions. A standardized rule that "Spearfish-based" means 51% local players will govern who gets field priority. Final approval rests with the city council on August 3.
Creekside Nature Area trail enhancement donation
The donated 1.16-mile surfaced path around Creekside Nature Area is effectively dead after the City Council took no action on June 15. A motion to send it back for more public input died without a second.
Project Playland replacement
The City Park play structure is safe but about 10 years past its lifespan. Replacing it could cost $400,000 (community build) to $800,000 (contractor build), and staff want to wait for a new parks director before tackling it.
