Eastside Acres development site visit
Turn lanes and street light for the new development get folded into the road widening now, with the developer covering about a quarter of the $400,000 cost.
Fire Training Tower Project
Problems surfaced with the contractor-built fire training tower at the old sawmill property, so the city proposes hiring a structural engineering firm for up to $56,218.95 to inspect it and recommend fixes.
ETJ ordinance working group
City and county staff plus stakeholders meet Friday to make high-level changes to the extraterritorial jurisdiction ordinance.
2015 Sales Tax Bond Payoff
The council will be asked to move $1,228,285.28 from the general fund to the second penny sales tax fund to finish paying off the 2015 bond it already voted to prepay.
Chinook hockey club lease extension
The hockey club's one-year lease for its temporary ice rink at Hillsview expires Friday; the council will consider an extension while a long-term lease — needed for fundraising — is finalized.
430 Meier Avenue setback variance
A homeowner wants to build an addition 1'3" closer to the lot line than code allows, on a corner lot with floodplain and the Walton-Schuler irrigation ditch crossing it. The Planning Commission recommended approval if the applicant shows no ditch-easement conflict.
Spring Creek Ranch final plat
A 120-acre property north on Highway 85 would be split into three large ag-zoned lots, with few improvements required now and a development agreement protecting the city from road maintenance obligations.
ETJ lot combination at 2630 Lookout Mountain Road
A rural landowner is combining two adjacent lots into one 54.94-acre tract in the ETJ, with right-of-way dedicated along Lookout Mountain Road. It keeps the existing septic, well, and single access point.
Spring Creek Ranch Estates subdivision
The owner of about 120 acres annexed in 2008 wants to reconfigure it into three large lots without extending city water, sewer, or paved roads. The city wants right-of-way locked in now for a future north-south service road, tied to a development agreement so future buyers know the constraints.
Utility box conditions in Sandstone neighborhood
Two Sandstone residents say rusty, damaged utility boxes and utility flags left in yards for months are making their neighborhood look run-down and creating hazards. The city doesn't own those boxes, but it does have franchise agreements with the utility companies — and staff will look at what maintenance requirements it can enforce.
Campground dump station reconfiguration
A roughly $40,000 change order to the campground water line project would fix a dump station that's configured backwards and causes traffic jams. The project bid came in well under estimate, leaving room in the budget; visuals will be presented Monday.
Mountain View Elementary alley water line completion
The joint city-school alley water line project at Mountain View Elementary is officially done — on time and under budget, with a design that makes school bus loading safer for kids.
Spartan Park Community Food Forest
Spearfish's food forest at Spartan Park is being held up as a state model — staff presented it to state and federal forestry officials, highlighting the state grant-funded fencing and years of public fruit-tree harvesting.
2027 Rec Center Fee Adjustments
The rec center's first fee overhaul in a few years bumps rentals, leagues, fitness classes, event tables, and certification classes. Small increases now are meant to avoid $15–20 jumps later, and 50/50 scholarships cover half of summer rec costs for families who need it.
Campground Waterline Project and Winter Wonderland Postponement
The city campground closed September 8 for a waterline replacement expected to finish by January 2027. Reservations for Memorial Weekend 2027 opened September 15 and brought in $30,000 in one day — double the previous record.
Spearfish Creek Preservation Plan Phase 2
ISG has designed concept sketches for four creek access points to protect the creek from erosion while keeping recreational use. An open house is set for September 30 at the Pavilion, combined with the Shape Spearfish land-use code open house.
Spearfish Creek Stabilization project closed out
The creek bank stabilization project is wrapping up — Monday's certificate starts a two-year warranty period.
Dipper Mural Vandalism and Restoration
The Big Dipper mural under the Hillsview bridge was vandalized so badly staff had to paint over it. The original artists, with BHSU art club help, are nearly done repainting it as it was.
Unsold liquor licenses
Spearfish has two off-sale licenses ($100,000) and one on-sale license ($300,000) that drew zero bids three times in a row. The council is weighing whether to set them at fixed prices via fee resolution so buyers can apply directly, while keeping prices high enough not to devalue licenses already held. A decision is expected at a future meeting, possibly November, effective January 1.
Exit 12 off-ramp congestion
Residents and councilmembers have gotten calls about morning backups on the Exit 12 off-ramp. Police Chief Smith explained the interchange is under state DOT and Highway Patrol control, and DOT may run a traffic study; the city asks residents to call police only if backups reach the I-90 lanes.
Dispatch staffing reimbursement to Lawrence County
Spearfish is covering the full employment costs of a Lawrence County dispatcher — and possibly a second one — through December 26, 2026. This keeps 911 dispatch staffing stable for city residents while the county arrangement runs.
Dispatch center consolidation
Dispatch consolidation is on track for December; a weather siren test out of 911 is planned for next week.
Used car lot proposed downtown at Main and Grant
A property owner wanted temporary used-car display on a vacant gravel lot downtown, but staff said it breaks surfacing, sidewalk and landscaping rules and conflicts with the city's pedestrian-first downtown vision. The commission unanimously agreed and denied it.
Nine-lot subdivision sketch plat in the ETJ off St. Onge Road
A 90-acre property could become nine large residential lots (8-13 acres each) with shared wells and septic systems. Commissioners want the gravel access roads built to lot lines now, with turnaround space, so future neighboring development isn't left with dead-end stubs.
Airport Apron Expansion funding and services
The council accepted nearly $4.9 million in FAA grants covering 95 percent of the airport apron expansion; the city pays just over $128,000.
Hills View Homes development agreement amendment
The developer of the Sky Ridge subdivision wants its performance bond cut from $600,000 to $450,000. Staff supports it because most of the subdivision is built out, with only about seven or eight lots left to plat.
Donation of retired fire engine to Nemo Fire Department
Spearfish replaced Engine 3 last year, and instead of selling the old 2002 Spartan pumper, the city is giving it to Nemo's underfunded rural fire department — upgrading their rig by more than a decade.
Genesis Farms cannabis license renewal
Renewed the cannabis establishment license at 320 26th Street, Suite 5 — same LLC as before, new contact person, a few staff changes, $5,000 renewal fee already paid.
2026 budget supplement (Ordinance 1432)
The 2027 budget gets its second reading Monday, and a companion ordinance shuffles money to cover rec center and police camera programs plus the library upgrade — with zero net increase by trimming unused streets authority.
Downtown Main Street paving completed
The downtown mill and overlay project got done in a week and was open in time for the parade — a shout-out to Public Works.
