23 issues with high priority
Joint Jurisdiction Zoning Area boundary reduction
The city and county were poised to finally adopt a smaller joint zoning boundary first proposed in the April 2026 Comprehensive Plan. Since 2012 the city has annexed about 324 acres (plus the 232-acre airport annexation), but the boundary never shrank to match — this would fix that. A similar combined amendment failed in July 2026 before the two bodies split it into separate ordinances.
Proposed data center zoning ordinances (1565-1570)
A six-ordinance package defines data centers by megawatt size and sets where they can go — conditional uses in General Business and Light Industrial, and in General Industrial and Heavy Industrial districts including Hyperscale facilities. New rules cover noise (with certified engineers and baseline reports), cooling liquid restrictions, screening, and peak electric demand reporting. The commission split on allowing Hyperscale data centers, the largest class.
2026 Budget Revision and 2027 Budget Appropriations
The council reviewed proposed 2027 budgets for city facilities, the airport, the liquor store, and internal funds. A budget review meeting is set for October 22, 2026, where final decisions will follow.
Rezoning at 112 East Cherry Street
The city is considering rezoning land at 112 East Cherry Street — plus adjacent vacated street and alley strips — from general business to residential (R-3). The public hearing is where neighbors get to speak before the council takes any action.
Water rate increase and $1M bond for water system improvements
The water plant bid came in over the original $7 million loan, so the city is asking the state for up to $1,015,000 more. If it's a full loan, water customers could see about a $1 monthly surcharge.
Landfill expansion and closure financing
The city needs a new landfill cell by summer 2027 as existing cells fill up. The council is seeking a $655,000 state grant and a $2,045,375 low-interest loan, and hired Burns & McDonnell for $116,000 in engineering design work.
Traffic signals and lost business development
A gas station developer pulled out of a Vermillion site because the intersection has no traffic lights, citing safety. But the state DOT won't consider signals without a traffic study, and a study can't be justified until there's already a business generating traffic. City leaders are stuck in a catch-22 that could cost future development.
MRES S-1 Power Supply Agreement extension
Vermillion gets about 46% of its power from MRES, and the proposed amendment would lock in that relationship through 2067 — an extra ten years past the current 2057 expiration. Projected wholesale rate increases of about 4.2% in 2027 will flow through to electric bills.
Rezone near Dakota Dome to R-3 residential
The property owner wants to build apartments on lots currently zoned single-family residential, next to land owned by USD (which is exempt from city zoning). The rezone is the key that unlocks apartment construction there.
Human Relations Commission quorum trouble
The commission hasn't had a quorum since May, leaving it unable to meet for four months. The city is still hunting for a postsecondary student to fill a one-year seat.
Cherry Street water line replacement and CDBG grant
The 12-inch water main on Cherry Street has broken repeatedly, and the city wants to replace it from Cottage to Plum Street at a cost of about $3.09 million. Staff is applying for a CDBG grant of up to $2 million so water rates don't have to carry the whole load.
Senior co-housing development on North Crawford Road
Ten duplexes for income-based seniors can now move forward in the Jack Powell Addition thanks to setback variances. The project won state tax credits, which makes the affordable housing financially feasible.
Tax Increment District #13 for 56-unit apartment project
After six months of work, the council adopted its first framework for TIF districts: $2,500 application fee, minimum $750,000 project, 20% taxable value increase, 4% interest cap, and mandatory third-party review. A council member said the guidelines helped persuade state legislators to keep TIF rules local.
Commission appointments after Jim Wilson's passing
The council filled two seats vacated by the death of long-time commissioner Jim Wilson. Tyler Messersmith joins Planning and Zoning (7-1), Erin Ames joins Historic Preservation (8-0). One council member criticized the brevity of the winning P&Z application.
Mayoral Election
Vermillion has a new mayor: O'Kelley won the election and is now in charge of city government. That means local policies, budgets, and services could shift toward the new mayor's priorities.
New City Finance Officer
Longtime Finance Officer Katie Redden resigns Friday after 9 years; deputy Nick Doty takes over on an interim basis while the city recruits a permanent replacement.
2025 Joint Jurisdiction Comprehensive Plan
Vermillion and Clay County are rewriting the shared zoning blueprint that covers land around the city. The sticking points: the plan shrinks the joint zone by about 1,391 acres, and a new annexation section implies the county gets an equal say in city annexations — which isn't how state law works. No decision yet; talks continue April 6.
Electric rate increases for 2026 and 2027
Vermillion Light & Power customers will see roughly a 2% residential increase after March 15, 2026, plus customer charge hikes, with another step in 2027. The increases trace back to a 14% two-year WAPA hike and a 4% Missouri River Energy Services increase. Officials stress the city remains at the low end among South Dakota utilities.
Utility extension under Highway 50 at Princeton Street
The city is moving ahead with design and bidding to run water and sewer lines under Highway 50 at Princeton Street, opening roughly 40 acres of recently annexed land north of the highway for development. Staff estimates $350,000; the GROW campaign may help with engineering. The council still gets final say when bids come back.
Mobile home park utility fees and overcharges
Vermillion MHP charged tenants unauthorized fees and overbilled some for water for years. The council refused to bless a new $10 fee and wants clearer agreements and transparency going forward — but can't force refunds.
Commission Appointment
Vermillion’s Human Relations Commission is looking for a student member for the next school year. It’s a chance for a young person to help guide the city’s anti-discrimination work and bring a student perspective to local decisions.
Police Chief Appointment
Vermillion has picked its next police chief, the person who’ll run the department responsible for public safety. The source doesn’t name the pick or detail the terms, so the practical takeaway is simple: new leadership is coming to the police department.
Downtown Streetscape Project Open House
Vermillion held an open house on the Downtown Streetscape project along Main Street, giving residents a chance to weigh in on a possible downtown makeover. The project could reshape the look and feel of Main Street, but details on cost and timing still depend on public input and city plans.
