Malt Beverage Markup Receipts and Wholesale License Fee
The council was to review how money collected from malt beverage markups has been used, propose how to spend it in 2027, and take public input on whether to keep the wholesale license fee.
Easement vacation paving way for Adams Street apartment complex
The council vacated a street and utility easement so property owner William Wood can eventually build apartments near the 500 block of Adams Street. Mobile home residents on the land are living month-to-month while a private utility works out its exit.
Application fee increases for land-use requests
Annexation, variance and vacation application fees all go to a flat $175 to cover the city's costs — still not the highest among comparable South Dakota cities.
Blue envelope program for drivers with autism
Police now offer blue envelopes that help drivers on the autism spectrum navigate traffic stops — guidance for the driver on one side and officer instructions on the other. Available at the police station front desk soon.
Naming policy for city property
The council explored whether the policy for naming city facilities should allow honoring a deceased person and their surviving spouse — prompted by interest in renaming the pickleball courts. The current rule requires the honoree to be deceased at least a year.
Broadcaster Press conflict-of-interest handling
Council Member Lias abstained from paying a $2,323 Broadcaster Press bill because he once worked there. The city attorney said employment alone isn't a legal conflict, but the council created a separate-claim process for transparency.
USD football street parking closures
USD wanted parking banned along North Dakota Street all the way to Highway 50 for fall games, citing pedestrian safety. The council stuck with last year's narrower closure — loading dock to Yellow Lot A — preserving street parking for fans near Highway 50.
Ward boundaries updated after annexations
Ordinance 1558 finally put the newly annexed Munger and Bluestem tracts into the Northwest and Southeast Wards. Both are vacant land, so nobody's representation changes today.
New ward boundaries for annexed land
The Munger Tracts will join the Northwest Ward and the Bluestem Tract the Southeast Ward. Both areas are vacant now, so no voters change wards yet — a fuller rebalancing waits for the 2030 census.
July 4 fireworks display and Carr Street closure
The annual Chamber-sponsored fireworks show is set for 10 p.m. July 4 at the south Polaris parking lot, with rain dates July 5 and 11. Carr Street closes 8-11 p.m. that night for spectator safety.
Landfill Cell 7 construction management
Cells 3, 4, and 5 are filling up; the council approved $198,000 for Burns & McDonnell to oversee building the new Cell 7, which should be in service by summer 2027.
Downtown Street Dance Closures
Dakota Days got approval to close West Main and part of Market Street on October 1 from 1 p.m. to 11:59 p.m. — two hours longer than last year for vendor setup — plus the noise permit for the dance.
Side-yard setback variance at 610 Catalina Avenue
A homeowner wanted to double his garage, needing one foot less setback than code allows. The council granted it over a neighbor's objections about fire risk, privacy, and precedent.
Consolidated Board of Equalization appointments
Three council members will sit on the joint city-county-school property tax equalization board, which hears assessment appeals April 14.
Staggering planning and zoning commission terms
Right now a new council can inherit four or five empty planning commission seats at once. Ordinance 1552 would spread appointments out to about three per year — it advanced on first reading.
