10 issues in water utilities
MRES S-1 Power Supply Agreement extension
Vermillion gets about 46% of its power from MRES, and the proposed amendment would lock in that relationship through 2067 — an extra ten years past the current 2057 expiration. Projected wholesale rate increases of about 4.2% in 2027 will flow through to electric bills.
Digger/derrick truck purchase for Light & Power
The council approved a $685,966 order for a bigger truck needed to handle heavier modern transformers; ordering now avoids an estimated $112,000 price increase.
3% Storm Drainage Fee Increase
The storm drainage fee is going up 3% — about $1.18 more a year for a typical 10,000-square-foot lot. The fund (roughly $700,000 on hand) pays for storm sewer maintenance and future projects like detention ponds.
Cherry Street water line replacement and CDBG grant
The 12-inch water main on Cherry Street has broken repeatedly, and the city wants to replace it from Cottage to Plum Street at a cost of about $3.09 million. Staff is applying for a CDBG grant of up to $2 million so water rates don't have to carry the whole load.
Electric transformer purchase for reliability and growth
Buying 16 transformers at $146,959 keeps spares on hand and supports new developments like Bluestem and Munger. Lead times have improved from two years to about 12-13 weeks.
Midco cable franchise extension
A ten-year extension keeps the 5% franchise fee — about $56,112 a year — flowing into the city's general fund. Free cable for city buildings now comes out of that fee under FCC rules.
New Light & Power building electrical supplies
After 10 years of planning, the electric department's new maintenance building cleared a major hurdle with a bid of $4.63 million — roughly $1 million under the city's budget.
Wastewater mower replacement over budget
The 12-year-old wastewater mower broke beyond repair, forcing an early $34,751.69 replacement — roughly $15,250 over budget. The gap may be covered by savings on other vehicle purchases or adjusted during budget review.
Tom Street Lift Station Concern
A $151,845.67 payment to H & W Contracting was held after recent rains revealed a possible elevation discrepancy between what was built and what was specified for drainage at the Tom Street lift station.
Mobile home park utility fees and overcharges
Vermillion MHP charged tenants unauthorized fees and overbilled some for water for years. The council refused to bless a new $10 fee and wants clearer agreements and transparency going forward — but can't force refunds.
